March Speaker Series

Join us for our March Speaker Series as Legal Aid attorneys Brian Fraser and Camille Nguyen present an in-depth discussion of California’s new CARE Court, a framework designed to provide judicial oversight of treatment for individuals with severe mental illness. The program will explore who is eligible for CARE Act services, outline the process for petitioning the court, and examine key implementation challenges observed in practice – all from the perspective of attorneys representing respondents.

Camille Nguyen
is a Senior Staff Attorney at Legal Aid Society of San Mateo County’s Health Consumer Center where she advocates for equal access to healthcare coverage and services for all San Mateo County residents. At HCC, we are part of the Health Consumer Alliance that partners with legal aid organizations all across the state to identify systemic issues that impact our clients. Camille joined Legal Aid in 2020, and prior to that she was a patients’ rights attorney in Santa Clara County, advocating for the rights of persons in locked psychiatric facilities. She is a graduate of UC Irvine School of Law’s fifth graduating class, and earned her B.A. in Political Science at UC San Diego.

Brian Fraser represents clients in elder rights and income security matters, as well as defending individuals in CARE Court. Prior to joining Legal Aid SMC, he was a senior staff attorney at Homeless Action Center, where he represented clients in Social Security and other public benefits matters. He began his career as a Ford Foundation Fellow with the Disability Rights Program of the American Civil Liberties Union. He received his JD from NYU and his BA in economics from UC Berkeley.
